Conference “Conflicts of extradition law and refugee protection law: Mutual recognition of asylum and non-refoulement among EU Member states”
With this conference we want to raise the topic of improving the international institutional framework in order to further protect persons under international protection. We believe that raising this issue at the international institutional level by Croatian institutions contributes to the recognition of Croatian efforts in protecting human rights. Conference will be held in Hotel Panorama, Zagreb on December 11th and 12th 2014.
Persons under international protection are not exempted from international and national legislation, including extradition law. However, the principle of non-refoulement provides that it is forbidden to render foreigner in a state in which his or her life could be endangered or could be tortured or submitted to persecution and the application of the principle is absolute.
While the system of Interpol’s Red notices is highly important regarding the combat against crime that exceeds national borders, that system is used to further persecute persons under international protection. On EU level, Common European Asylum System and mutual recognition of asylum should secure non-refoulement and prevent extradition by one Member State of persons who got international protection by another Member State. We advocate for institutional framework which would secure protection of refugees from further persecution and this conference aims at discussing applicable and concrete solutions.
For the first conference day, we envisaged introductory session followed by two panels with introductions on topics and discussion space for participants. Second day is dedicated for joint work on the recommendations that were developed through the work of the Centre for Peace Studies and other civil society organizations as well as those which will incorporate the input by the participants of the conference. Recommendations will be directed to all relevant institutions and civil society organizations working on this topic.

This conference is part of the activities implemented through the project ''Refugees Welcome - Improving conditions for asylum migrants’ reception and integration'' under Country Based Support Scheme (CBSS) of the European Instrument for Democracy and Human Rights (EIDHR) 2012 Croatia.
Conference languages are Croatian and English and simultaneous translation is provided.
